European Accessibility Act (EAA): The EU Directive for People with Disabilities

The European Accessibility Act (EAA) is an EU directive aimed at ensuring full web accessibility, including for private enterprise websites, so content can be accessed by people with disabilities. The EAA, officially Directive 2019/882, was issued by the European Union on April 17, 2019, focused on the accessibility requirements of products and services. This directive builds on Directive 2016/2102, which mandated accessibility for public administration sites and businesses of public interest.

Scope of the EAA

Directive 2019/882 seeks to create an accessible European market by eliminating barriers caused by varying accessibility requirements in member states. This will boost the availability of accessible products and services. The directive aims to standardize WCAG, the web accessibility guidelines from the World Wide Web Consortium (W3C).

From June 28, 2025, the web accessibility laws hold particular emphasis on the digital space. Specifically, it mandates enhanced accessibility for websites, mobile applications, and e-commerce platforms. Apart from these, the directive also covers various products including generic computing hardware and operating systems, as well as self-service terminals (e.g., ATMs, ticket machines, check-in kiosks), and various interactive terminal devices.

The directive targets "economic operators", encompassing manufacturers, authorized representatives, importers, distributors, and service providers.

EAA Implementation Timeline

The directive took effect 20 days after its publication in the EU Official Journal. By June 28, 2022, member states must adopt measures for incorporating the directive domestically. The measures become effective by June 28, 2025, with possible extensions up to June 28, 2027. The European Commission will report on the directive's application every five years, starting from June 28, 2030.
